He looks pretty much identical to Shuu Iwamine. Because they are both gloomy characters, his hope-fueling nature caters especially to them. As a result, both Nageki and Kazuaki are alive. This is a timeline where he never began the mission of bioterrorism on the human race, and therefore the events of BBL never took place.
